Below is a list of bills and resolutions NPMHU currently supports. The legislation listed strengthens the United States Postal Service; supports Mail Handlers and the rest of the postal workforce; and, promotes the labor movement.
The USPS Fairness Act removes the mandate requiring the Postal Service to prefund its retiree healthcare benefits. This bill passed in the House on February 5, 2020, by a vote of 309-106.
These resolutions promote that the Postal Service should remain an independent establishment of the federal government and should not be subject to privatization.
This resolution calls upon the Postal Service to return to service standards in effect as of July 2012.
This resolution urges the Postal Service to continue 6-day mail delivery.
This resolution requests the Postal Service to continue door delivery for all residence and business customers.
H.R. 6800 - Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act
This COVID-19 relief legislation includes language to provide $25 billion in emergency appropriations to the Postal Service; remove conditions from the Department of Treasury on the Postal Service's borrowing authority; and, provide hazard pay of an additional $13.00 an hour to all essential employees.
S. 4174 - Postal Service Emergency Assistance Act
This legislation provides $25 billion in emergency funding to the Postal Service; remove conditions from the Department of Treasury on the Postal Service's borrowing authority; and, requires the Postmaster General and the USPS Board of Governors develop a plan for long term solvency.
H.R. 6201 - Families First Coronavirus Response Act
A COVID-19 pandemic response bill, this legislation provides up to 80 hours of Emergency Paid Sick Leave for specific qualifying reasons, and Public Health Emergency Leave, which amends the Family and Medical Leave Act (FMLA) to allow employees to take up to 12 weeks of leave for an additional qualifying reason related to the closure of a minor child’s school or place of care because of COVID-19. This bill became public law (P.L. 116-127) on March 18, 2020.
H.R. 2517 - United States Postal Service Shipping Equity Act
This legislation allows the Postal Service to ship alcoholic beverages. this would create a new source of revenue for USPS.
H.R. 2478 - Federal Retirement Fairness Act
This legislation allows postal and federal employees who began work as a temporary employee to make additional contributions to their retirement benefits in order to obtain full credit for their years of service, regardless of being full time or temporary status.
This legislation repeals the Government Pension Offset, which reduces the Social Security benefits of spouses, widows, and widowers who also receives government pensions of their own; and, repeals the Windfall Elimination Provision, which reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes.
This legislation protects the rights of pubic employees at the federal, state, and local levels to organize and collectively bargain.
This legislation provides employees with the freedom to organize; penalizes employers who retaliate against employees who organize; and, protects workers from being replaced while striking. The House passed the PRO Act on February 6, 2020 with a vote of 224-194.
